Wonder wether U're not mistaking with people here on diplomatic visas. It seems they're allowed to import at least one car duty free and sell it after 5 years. Think they have to pay the duty if they sell it earlier.
Anyway a friend working for some western embassy bought a BMW in a japanese auction and shipped it over to BKK. Was quite happy with the deal

you need to visit los angeles, drive to a shopping center, find a parking spot as far away from anyone as possible, park your car and go shopping.

give it 30 minutes, return to your car and check your door and fenders.

shopping carts will get you no matter where you seem to park.

i've seen people let them go and actually watch them roll across the lot.

it must be on a point system - like 10 extra points if you can get the pedestrian in the crosswalk.
