The Machine
The courses are indeed very expensive.
South Africa is the cheapest place to do them at the moment but you could do an abridged course i.e. a one week course which is in hell, in India, which would suit most peoples budgets.
There are many areas in Sap so if you are into programming you might like to do an ABAP course or if you have particular industry experience you might want to look at that area you are interested in.
Hot areas at the moment include BW which basically runs reports on the whole org or if you have HR background you could do that or WH which is wharehouse management.
Getting a job after certification will probably be the most diificullt thing but as you have an IT background you may have some contacts to help you.
Failing this i would try to get a job as an end user in an organisation and then get as much experience as possible.
Entry level stuff like the help desk or some other support role and then you should be able to ease your way into the better paying positions.
It will take tiime and effort but with 2-3 years exp.you should be in a marketable position.

Here are some points in no specific order:

The company posting the job is the Thai affiliate of a major US-based oil company.

Somebody asked ñ Iím in the US (Texas). Ý

I work in the petroleum industry in a specialized engineering job. ÝI want to stay in the same line of work. ÝIt is a specialized job Iím looking for that will fit in with my resume. ÝI was surprised to see the job offered in Bangkok, let alone Thailand.
My job is typically a well paid dead end technical position. ÝIt is often filled by an employee-contractor. ÝIt doesnít usually pose a threat to anyone.

Most hiring for this type of work is done by word of mouth. ÝMaybe they posted the job in the Bangkok Post because they want a Thai, or they want to show that they considered hiring a Thai or maybe they are desperate or some other reason. Ý

The specialty I work in is a small circle. ÝI probably already know somebody or know somebody who knows somebody that most people doing the same work anywhere would recognize.

Networking. ÝYes, thatís a good point. ÝI have to do more than respond to job postings. ÝI have friends and contacts that have worked all over South East Asia.

It may be relatively easy for me to land a job in some other place in South East Asia, someplace with a major a oil industry. ÝThey are not LOS but how would you consider Kuala Lumpur, Jakarta or Singapore as options? Ý

Exactly what is your specialty? There are plenty of expats working in the PetroChem industry here in thailand and they make competitive western wages.  A chemical engineering degree from the west is probably the most valuable degree in thailand.

I work at in investment bank and a lot of my work is in petrochemical and I meet foreign engineers and plant managers so i know they do exist. Though they are not all in bangkok, they're out in places like Rayong or other industrial zoned areas.

You'll probably have better luck networking within your professional circle.

Touirst,

My guess from your post is that your probably earning about USD 6-7K pm after tax.

Regardless, very few expat packages in south east asia at this time will come close to or exceed this, unless of course you are working for a true multinational company. Certainly from what I have observed the packages offerred in Thailand are relatively low for expats.

The market/demand for vast amounts of expat talent in SEA just doesn't appear to be there thesedays and few outside of MNCs can afford us,(unless you are truely specialized & in short supply). If you are in this group of "Wanted Dead or Alive" you will not find your ideal opportunity being hung out in a rag like the Bangkok Post jobs classified scetion and that is not to denegrate the paper. MNCs dont need to work through local papers.

The Middle East Ý& probably China will offer more in your field, purely because of the higher volumes of projects of this nature the respective regions.

If you are considering working for a local or even JV Thai company, then the reality is that they will want to pay you Baht and probably if you are lucky 50% of what you currently get.

About the market/demand - no, my job is not in the "hire at all cost" category, unfortunately. Ý

About other locations - there is more activity in the three places I listed than in Thailand. ÝI believe I could land a job in one of those places. ÝI've been to the Middle East and enjoyed it but I don't want to go back. Ý

I said earlier, I would take 50% if offered a job in Bangkok.

Thanks, though for all the helpful info, it confirms what I suspected: you need application/end user experience before SAP will make any sense at all...

Almost all of my experience is technical: embedded systems design, hardware and firmware. ÝMy only IT job was a migration from a Netware to NT4.0 system, adding internet access, and 3 years of upgrading/administering that system - in addition to all my product design duties...needless to say, I quit THAT job...

@tourist: from the biz view, thailand is not doing good at all! for now, forget it! go to china where the future is. it's all a big bubble and it will blast sooner or later. (de ja vu?)
try kazakhstan, uzbekistan or turkmenistan! oil business booming there!  earn good bucks and come to bkk to have fun.
