I was helping a Thai lady apply for a visa to the US.
Her husband had gone missing from a hospital in the US after major surgery and the lady was frantic to find him as she knew he was alone and probably on the street incapable of helping himself.
I explained all this on her behalf and you know what they said?
"We will need an original letter from him confirming that."

You need a letter from your embassy confirming your residence address in Thailand to obtain a Thai driving license. But the Embassy don't need any proof whatsoever that the address you give them is correct, all they want is the 1,500baht for the letter.
TRULY AMAZING, TIT !
In effect the embassy is officially confirming you live where you say you live, but without any checking procedure in place, apart from checking you have 1,500baht to pay for it !

Her husband was found under a dumpster. Unable to fend for himself or make himself understood he collapsed and was found days later by a Rescue Mission.
They still would not give her a visa because she had not proved to their satisfaction that she wanted to come back to Thailand. And you think she likes Americans now?
To say I gave the Embassy a hard time is an understatement. They grudgingly gave her a visa in the end.

Maybe that last post was a little unfair. It is easy to get emotionally involved sometimes.
In fact they cut her some slack in the end and kindly gave her a visa even though it was not in accordance with the strict criteria of the US State Department.
Hzink is quite right, maybe he did not want to be found and it is hard for an Embassy staffer to decide if he is getting the full story or bullsh_t.

not quite on topic but on the other side of the fence
a long time ago I worked in nigeria and knew the british embassy staff one particular guy recounts this story
he was working the visa section one day and refused a visa to a guy he knew to be involved in shaddy dealings
a few months later while on leave in the uk he was invited onto a imagration and customs raid at a big 4 star hotel in london to check papers etc of the workers and you can see whats comming one of the people that was caught up in the raid was the guy he refused the visa
it turns out the guy whent from the embassy in the north (kaduna) down to lagos re applied and got his visa
a little of the left hand does not know what the right hand is doing !!!!!
