I need a word of advice. My brother is a local Ex-Pat. I am coming over at Xmas and I want to bring him an Xbox for a gift. Is their anything I need to know about the local power, ie will it work with US appliances? Second, will I run into any hassles bringing it into the country, ie import taxes? Thanks.

First ensure the power adapter supplied with the X-box clearly states that it is good for 220 volt 50 Hz power.

Power in North America is all 110 volt 60 Hz. Power in most of the rest of the world is 220 volt 50 hz (much more economical).

Furthermore, is the system (PAL vs NTSC) the same? Are the games sold in Thailand compatible with this machine? Does it take copy CDs or does it have to be modified?

This may allow him to play multi-region games, as well as 'backups' of games

The power issue is one you need to figure out before plugging it in, in LOS... The US made XBox has a 110 power supply, so you may need an external adapter (available at Panthip Plaza)

Many electrical plugs/outlets in LOS high rise apartments/hotels and even homes are combo 110/220 volt AC. They can be used for either cylindrical Euro or flat USA type male prong contacts. In the village just go to the local hardware store and get an combo outlet and install it.
Frequencies range 50-60 hertz AC with voltage and ampacity but wont harm common device loads; TV's, lighting, computers. Critical systems used for hospitals and precise manufacturing will need better generator/transformer/ups/ etc supplying its loads.
Many power outages during storms happen so its wise to get ups backups.

That is also my question, cause I wanted to take my modded Xbox to LOS, but I have my doubts cause of the content. Do the customs check this due to international agreements or so? Normally I never been checked for whatever but when people have something to "hide" customs have a nose for this. Although it is just for private use I thought it is allowed ?? to have 1 copy of each movie stored on Xbox 200 Gb hdd.

Generally, if you bring an item into Thailand, you are required to declare it and usually must pay an import duty unless you plan to take it with you upon leaving Thailand (within a reasonable amount of time).

Whether you will get caught if you don't declare it, is a different subject.
