i am looking at a serviced apt. to rent, the rate is 6500B not including water & elec. or 13000B utilities included can anyone give an idea what water & elec. cost it is a studio apt. & I will use a/c quite a bit

Utilities are thought of as revenue streams by most Appts. and a lot has to do with how big you A/C units are, how new, how much you keep them on, how big is your appt.
My A/C alone runs me about Bt3500-4100 per month. That's in a unit around 80Sq mtrs [I think] with two units that I run all night while I sleep and keep at about 26 degrees C while there. If I'm not at home I usually turn them off.
As to water, mine is included.
What you should do is ask them what they charge 'per unit' for each. The answer will be a means for you to compare other properties.

Water cost is buttons. I live in a reasonable quality apartment (110m2 - 40k Bt a month) and my monthly water is 170Bt.
I run my aircon all night and my total utilities bill for the month is between 3-4000 baht. This includes 1250Bt for cable TV.
If you are paying 6500Bt for rent you should not expect to pay any more than 10,000 Bt all-in.

You need to be careful with electricity. As was noted, it can be a "revenue stream" for apartment managers. That is one way to put it. Another way to put it is that it can be a means to rip off the stupid farang.
Electricity in my one bedroom apartment runs me in excess of 7,000 baht every month. It settled down there after peaking over 10,000 baht. I read the apartment management the riot act, and told them the next time that it happened, that I would be moving out immediately. Uh, huh. Fascinating how I did not change my usage habits at all, but my rate trended downwards to under 8,000 baht every month.
I am moving at the end of this month. It is a pain in the ass, but it will be worth it to see their faces when I tell them that I am taking my money with me.

my building charges 6b/unit for Electricity
if they are charging more than that, you are getting f***ed
just ask Scobie, he's getting a royal rooting at his place, LOL
oh, add 300b to my expenses for internet, ADSL

the apt. i'm looking at charges 5B per unit for elec. does the owner/mgmt read the meter or a utl. company? one post stated manager may have been over charging how would you know? maybe by reading meter yourself each month?

Well like others have said, most apartments will read the meter and tack on their surcharge. They just don't screw farangs, but all tenants. You are basically at their mercy with the only recourse is to move.
The best bet is on owning a house or condo and getting the meter in your name. Other than that get a confirm rate of Baht/Kilowatt Hour is the best thing you can do as a renter.
Cable has various pricing structures. Most apartments pay for one service then completely water down the signal wiring it to multiple apartments without the proper amplification, thus you would be better served with a pair of rabbit ears.
LY must not be using any air con, sweating it out with a fan.

TU, you forget where I am, A/C isn't always necessary
and when I run it, I put it on 27 degrees in Dry mode, not cooling mode, no sweating unless I'm gettin' busy

Our apt is about 9500 baht per month, a modest studio. Usually run the aircon at night at around 27 C, and not so much in the day (use fans). When I'm not there, my TGF won't use it. Our charge for water and electricity for one month rarely pushes the total bill past 11,500 baht.

As has been mentioned virtually all studio and rented apts will rip u off for electricity.
Some of the prices mentioned here seem high and the mgmt for sure are adding in their cut.
I personally pay Bt4 per unit (and its only recently been increased, it was bt3.5 per unit) which I think is the same rate as the electricity company charges.
My 2 bed place has air con running when I am home (ie not during the day) and hardly ever is over 2,500 pm
In general it is the low end cheeper places (ie below 15k pm) that will rip you off on the electricity.
