What does it take to open a bank account with a Thai bank, and to get an associated ATM card, as well as associated VISA/MC credit card hooked into the account? Harry

You used to be able to open a Savings account and get an ATM without anything more than a passport, but the Government has changed the laws. According to SCB 1 month ago, a Work Permit is needed by all foreigners for any type of account, they also will not accept business visas without a supporting work permit so can't get round it that way. If you opened an account before they changed the law the account is fine and can still be used regardless of work permit.

The law that a WP is required has been in for two years at least. I was refused a bank account whilst I was waiting for mine in August 2002, (despite having two other accounts with that bank). Having said that I've heard of people who have opened accounts in this time, it seems either some branches do not know or do not care. Strange really.

One of our members that was/is in Pattaya last month just walked in with his passport and opened a savings account. The only type account a farang can normally open without a work permit or decree from the PM. With a savings account, you may get an ATM card or you may withdraw at the bank with your passbook in hand. You, as a farang, will be hard pressed to get any type of credit card issued by a Thai bank. It was either Yogibear or Mangda, if my burned out brain cells remember accurately. Yogi/Mangda....comments?

It was a savings account I was refused. The law states you cannot open any bank account without a WP. As I said, I know of people completely unchallenged, and Pattaya is one place I have heard of it being easy. SCB Sukhumvit is also one where I've heard someone opened an account unchallenged. I get offered credit cards every time I go in the bank. With a WP you can do most things here without any problem. I also get offered bank loans and mortgages.

As you can see...the law is a nonsense....it was kasikorn Bank that refused me despite the fact that my salary was being paid into another account that was with them. I was waiting for a WP renewal and as soon as it was received the account was opened. The want the money in their banks....who cares about money laundering by terrorists... (the reason for the law change)
