Why not go to Pahurat the Indian sector of Bangkok. Have a few meals there, make friends with the restaurant captains/waiters and ask them where you can get Indian girls - I'm sure they will be the best persons to know. Alternatively, have the courage to chat up some Indian customers at the Indian restaurants; as before, be friendly with the customers, size them up and then slowly broach the topic.

Pahurat Road is in the Rattanakosin sector of Bangkok, besides the Chinatown (Yaowarat) sector. It is quite close to Wat Pho and the banks of the Chao Phraya River. The road parallel to this is the Charoen Krung Road. Nearby hotels are : Grande Ville and Burapa. Nearby shopping centres are : Central and Merry King.
If you are unsure of how to get there the best way is to hail a taxi and tell him that you want to go to 'Pahurat Road'

I recently worked with a lot of Indians that were first and second generation born in Thailand. They're a pretty tight knit community and are wary of outsiders [speaking ethnically, of course] so patience is a must. Their social mores strongly dissuade them from casual hookups, too. Plus, the majority of them are Sikh and wouldn't date out of their faith.
However, if none of that has chilled your fire, and you're really serious to hook-up, they still promote arranged marriages so you might try impressing the parents. 
There's plenty of them scattered around upper Sukhumvit and Ratchadapisek, too. Try dropping by Indus, on soi 26, for dinner and some drinks regularly and get yourself seen- a bit of consistency would go a long way toward getting your foot in the door...
