Short answer- Emporium.
note- I do speak some Japanese:
Emporium food court, the one that features Thai food. Catch Japanese girls looking at some Som Tam and wondering to themselves what it is, and is it terribly spicy?, what region it comes from ect.
I chime in, in Japanese just what that interesting looking food is, where it comes from and recommend Kao Mun Gai as it's less spicy and equally as delicious.
Order for them in Thai.
Order the Som Tam for myself and offer to share if they would like to taste it, and if they like it get some themselves.
Being Japanese this course of action ingratiates them to share a table. Then a conversation where I recommend a few night clubs, bars and local restaurants.
Japanese tourists usually like to seek out off the beaten path, authentic experiences. Once I've established that I - a.) know the lay of the land, b.) speak Thai and c.) understand what they are looking for, it's safe to make plans for later that night.
Rarely have I seen lone Japanese girls hanging about, maybe alone for the moment but they've likely travelled with a group. So be prepared to work you charm amongst a small group of girls, at first. Then pair off with whoever you have chemistry with. Like any other situation.
Another good spot is the Japanese language bulletin board on the Emporium Prom Phong BTS platform. There you will find Japanese living in Bangkok and looking for the recent used junk, tv's, book shelves, DVD palyers for sale.

I have had much success with the Japanese Ladeez. The easiest way to date them seems to be:
1. Be in the right place at the right time
