The sort on "non-Asians" you describe are not plentiful anywhere. They are where you find them, but the likeliest places to troll for them would be Gulliver's in Khao Sarn Road and poolside at the "destination" resorts. Most of them accompanied by the man of their choice, of course.

A really hot euro girl just moved in to the apartment next to me. In fact, she's probably the first hot white chick I've seen since I've come to Thailand. Been to Khao San plenty of times, nothing but overweight hippies with dreads as far as the white girls go. Anyway this girl that just moved in is really hot...just came to thailand to start working...and has no friends. I'm set, hopefully.
But, really, you're not gonna find young hot white chicks in Thailand. If you're young, decent looking, and charismatic, you might be able to land a cute white girl in Samui or at the full moon party. Don't count on it though. The Russian chicks at CM2 are not very good looking, if they were hot they'd be working in Japan or Europe. WTF kind of Russian girl comes to Thailand to work!?
Stick with the Thai chicks when here. If you need "variety" maybe find a girl from Laos or Cambodia. If you really need white girls, well, go home, cause you're not gonna find good ones here!
And for everyone bashing on the white chicks, there's tons of hot young white girls where I come from. The problem is they won't go home with you!
