emerald, you might want to check out Mactan Island, which is linked to Cebu by a bridge. It has a number of nice resort hotels, all on the beach, ranging in price from not bad (Tambuli Beach Clubs) to extremely expensive (Shangri-La), although you do get what you pay for. Try a google search for mactan island hotels.
Last year I stayed at a place called Cadillac Cafe on Mactan, a small, family run hotel, owned by an American guy and his Filipina wife. Very friendly, endearingly eccentric, good US food like pizzas and home made burgers. Only two or three rooms but they really are beautiful and individual. It's not on the beach but you can get a day pass to any of the beach resort places, which aren't far away, and go there by motorbike taxi or hire a bike yourself from the Cadillac. They have a website - again, just do a google.
Wherever you stay on Mactan, it's no more than an hour max into Cebu City, as long as you avoid rush hours.
If you have time, take a day trip to Bohol and see the Chocolate Hills - amazing!

Otho, that's great information! I will check out your suggestions. When I'm there, I am surprised how the locals don't really seem to know much outside their little neighborhood. Maybe that shouldn't be so surprising... in Bangkok people are a lot the same way. So, you've given me some ideas on where to start. Thank you!

wally, I haven't been to Cebu for a couple of years now, but if your hunting long stay I'd just book a cheap hotel for 3 or 4 nights and get recommendations from the locals.
Are you sure you really want to stay there long time,, its not really that nice a place and the girls are nowhere near the quality of Thailand or Vietnam.But that is your choice/valuation.
If you are happy to sleep with the roaches and rats,, US$ 150 per month will do the job for a room.
US$ 450 per month can see you in a private room at a decent hostel / hotel with sheets. towels etc changed daily.
US$ 600 will see you in a nice, serviced room.
But once again you will very likely find a better cash deal, through "friends" after arrival.

Cebu update.....
Ok, trip is set... 2 weeks in Cebu... I leave in less than 2 weeks.... will be around "Mongo" area.....

There's no suburb called "Mongo" in Cebu City. But there is a Mongo in Nigeria. Looks like the company really wants to get rid of you
