There are loopholes in the non-smoking law. Like California they just need to provide a closed envrionment for non smokers to stay in if they choose. Outback Makati is planning to close off most of the bar from the entrance to make a smoking area. The Prince of Wales in Greenbelt already has a non-smoking area set up and smoking is allowed in the bar.
BTW: PofW has Carlsberg and San Miguel draft all day at P45. Cheapest in Makati. Food is also good but cheap.

if you're staying in the diamond on Roxas you're right near some good action. get in a taxi and get him to take you to the "complex" on Pasay Avenue only ten minutes away, about ten gogos in one building. If you don't find anything you like head to LA Cafe on MH Del Pilar, about 10 minutes again, lots of freelancers there, open 24 hours...enjoy.

I arrive about 10:00pm on 29th from Dubai. Only have 1 night in Manila before heading off to Boracay. Back in Manila on 7th Aug for 2 nights before returning to Dubai.
I am meeting up with a mate on 29th in Manila (another Phils newbie). Perhaps we could meet up for a few shandies...
