when you are in Manila and If you are willing to invest more money for P4P the best options are the KTV lounges. One of my business associate (A rich local Guy) took me around in most of the elite KTV clubs and I am really impressed with their line up. I rate them above 8++. The total damage would be something like Peso 10,000 in the lounge (Drinks,VIP Rooms & Other charges) + 6,000 to 10,000 for the girls for a LT. Only thing is that the girl will only go out if she likes you.
The names : 1. Ceasers KTV Lounge (In Panpacific hotel)
2. Airforce 1 (15 % Cheaper than Ceasers.
There is one more place adjacent to Airforce one (Flight 106 ) where you can choose a girl from the fish bowl, LT in their rooms. They charge PESO 1,500 for the Rooms (Rooms are good) and girls will take PESO 2,000/-, a cheaper option comparing to KTV lounges.
But in KTV, you get the best girls. Looks are like models.

There are tons of KTV lounges scatter around in metro manilla. Some of the top one are in Quezon city (e.g. Pegasus, classmate, heartbeat, pharaoh, etc....) Most of them will have spa attached to them where you can pick from fishbowl just like soapy in bkk. The cost is not much different from G club in bkk. And just like in bkk, the girl can choose if she want to go home with you or not.

Been to both Classmate & Pegasus, excellent service & looks at a price, best if someone else is paying. Plus spent a great two hours in Air Force ones Flight 168 with the best looking PG I have ever seen, still gives me goosebumps just thinking of her!
