I guess it depends were you are. I was in GuangZhou with my Singaprore Chinese fiancee and we were challenged when I tried to register. The manager ended up compromising by not registering her but giving her a pass signed by him instead.
His concern was that when he turned in copies of the registration cards to the local police without a marriage certificate they would cause trouble.
Of course this was only a few months after the infamous Japanese orgy in ZhuHai and there was quite a crackdown going on then.
Had the same issues a few months later in Chengdu (Feb 2004).
It is possible that the crackdowns have eased off lately however as early as last April a HK politician was arrested and jailed in the Mainland for taking a prostitute to his room. During the trial, the local police stated that his HK nationality had nothing to do with the arrest and that any Chinese or foreigner would be arrested in that situation.
