I stayed at Hawaii hotel and it was just about empty so I got the $33 room for $25. Close to EDIT [le cycree], Kiwi and Sharky's. Good room, small TV, hopefully that's not a priority. Sharky's is the best place to hang out IMHO and the best chick I had in PP was a Viet FL from there. Enjoy it!

FYI, Hawaii Hotel has been shut down and now converted to an education center. Seems like the owner converted his business to karaoke and next to the former hotel now is Hawaii Music.

I stayed at the Flamingo Hotel a new hotel in PP in April. I paid $25 for deluxe room and arranged for the hotel to pick me up at the airport. The Flamingo hotel left me stranded at the airport. Flamingo did pay me the cost of a car from the airport but did not compensate me in any other way. Rooms clean but basic. Got room on afternoon sun side, air conditioner could not adequately cool room. Hotel very girl friendly, front desk calls to confirm that everything is all right, before allowing the girls to leave hotel. No in room safe. Free breakfast OK.
Next time will stay at hotel on the river.

Tonle Sap Guest House & Pickled Parrot Pub
The Tonle Sap Guest House & Pickled Parrot Pub is located next to the river on Street 104. http://www.tonlesapguesthouse.com/ The Hotel, Bar and Restaurant is Australian owned and managed. The establishment is very clean, up to western standards, and has been recently refurbished. The rooms and public areas are air conditioned. The rooms are a little spartan, very clean, have all new furnishings, all drawers and the closet can be locked (keys in lock). The food and bar are top quality and open 24 hours 7 days a week. I ate almost all my meals at the Pickled Parrot. Good food! Aussie steaks available. The bar has a full selection of liquors (large selection of whiskeys) and draught beers on tap. The girls (the servers, The Pickled Parrot Girls) are very beautiful (not good to go, damn!) are friendly, alluring, and speak fluent English. I could not make up my mind which one I loved the most. The Pickled Parrot draws many locals and expats. Very friendly and hospitable environment, your almost immediately a visiting expat.
Managers Graham and Matt are dirt bike enthusiasts and go riding all the time. They also are very knowledgeable on the local scene and are more than happy to assist you. There are many bars nearby that have ladies available: On street 104, next to or across the street from the Pickled Parrot are the Rose Bar, Zanzibar, Bar 104, Colonial Bar, Power Bar and a couple of smaller bars. Nearby are Wooly Rhino, Sharkeys and SOPHIES. I found the best looking ladies to be found at the Street 104 Bars and took almost exclusively from them. No starfish!
My first trip a year ago I stayed at The Flamingos. My new headquarters in Phnom Phen is The Tonle Sap Guest House & Pickled Parrot Pub hands down.
Straight away we retired to the pub and found a friendly, beautiful bar staff at our beckon. Now being 10:30 AM we don't normally consume alcoholic beverages at this early hour. But the siren call of the young beautiful Cambodian girls (Pickled Parrot Girls) we could not refuse. And the first drink of the ice cold Angkor draft was just heaven, I had to finish it immediately and order another. My god I was in love with the Pickled Parrot girls. We drank beer and met the staff for a few hours.

I second the motion on Tonle Sap Guest House. Clean, safe and friendly. Pickled Parrot has good food and the staff is friendly. Some are 'up for it' some I think are not. But no matter since TSGH is located on one of the primo bar strips in PP. If you can't find a lady on Street 104, you're probably not interested. In the event you can't, just head up to Street 136 for more choices....

Gentlemen, I have a possible assignment coming up in Phnom Penh in the very near future and as I have never been there before, I would like to ask for some hints or tips from those who have been there.
I know UTFSE... I would but I am too idle ok!
The plan is to travel overland (not an option to fly) from Pattaya and then set up somewhere in PP (depends on where the target is going to be staying) then do my thing. 
This is strictly serious business and will not be a P4P trip, so no need to go down that road. 
I am looking for a reliable motorbike & car rental firm (maybe more than one) that will rent to Thai Nationals that is owned & run by a Farang (or the Cambo eq) not a local Cambo as I don’t want too many questions...
I can’t go into too many details but it should be fun and make for an interesting FR when it’s over with...
Any hints or tips?

my buddy and I had a good stay at the HOTEL CARA. easy staff the deal with, free internet (not sure about wireless) and as far as I know wasn't really near the P4P areas...at least I know the car we rented had to be driven for about 5 - 10 minutes to get to sharkies.
the receptionists can arrange for a car to be yours for the day...i think we spent about $35 for afternoon until way late at night.
free breakfast as well...
