Every beer bar I've paid a barfine at - Pattaya and Phuket - has always been 200 baht. That seems to be the "normal" rate - as is 500 at the go go's. I've had girls at go go bars offer to meet me outside and so avoid the barfine - this has only ever been during low season (April to Oct) though but not always late at night.
Personally I find the 200 baht at a beer bar worth paying - your little darling gets to prance up to the Mamasan and then collect her bag, wave goodbye to her co-workers and strut out of the place on your arm to the jealous stares and glances of every girl who has not landed one for the night and is not going to be 1000 baht better off in the morning.
Give the little minx her moment of glory and if you have chosen wisely, she will give you several in return.

Speaking to a couple of the regular ladies at the Soi 7 Beer Garden this weekend, they have confirmed that it will be closing at midnight.
