Hmmm
I understood that a GG-bar is a place were the TGs are dancing partially/complete naked on a stage where some few other "special performances" during the night are usually performed.
e.g. LONG GUN, TILAC, RAWHIDE, MIDNITE, SUZIE WONG, DOLL-HOUSE, etc. (soi Cowboy). QUEENS/KING CASTLE, RIFFIFI, SUPER GIRL, etc. etc. etc. etc.(Patpong). Almost ALL at NEP, except the ones on the groundfloor "OPEN AIR"....
Likewise, I understood that a beer bar was the one without chicks dancing partially/complete naked on any stage. In this b-bars the TGs just wait for you to have a talk and, of course, something more.... Asoke Plaza (Asoke), Crystal Palace, Cosmo, etc. etc. etc. (Patpong) and hundreds more along major Avenues e.g. Sukhumvit, Silom, etc....
Policy/arrangements in both places? Well, the brothers here already mentioned a lot. The info is pretty good.
NOTE. Although I am not aware on any rule available in order to discriminate a GG-bar from a B-bar the appraisal I quote here is just a reference. It works for me....Cheers!!
