I think you mean upstairs...across from Big Dogs on the first floor is Lucky Luke's, and Big Mango was upstairs.
I've lost track of what's up there now (not currently being in BKK)...I thought they turned it into a ST hotel??

Having an hour to kill before meeting a fellow board member, I decided to try out Bar 4. Bar 4 is across the street from NEP, just a bit past the Nana Liquid sign. In fact, depending on where you sit at Big Dogs, you can see it.
Nothing either for or against this bar as you look in from the street. You can't see the pool table, just a bunch of small tables with seating around them. It is almost directly across from Charlie's Jewelry, so there is not much to see outside except for the walking street traffic.
The bar was about 1/2 full at 11pm. I got a small table near the fans - too bad the view was partially blocked by the posts mentioned in previous discussions. Certainly removing the posts would improve the view - at least until the roof fell in.
Servers in red were pleasant enough and provided quick service. The hostesses seemed to be wearing black. Pretty average lot as far as I could tell. I also saw a couple of guys in black t-shirts that said Bar 4. Don't know what their job was, but they seemed involved with some local girls.
Diet coke was 70bt, 10bt more than Big Dogs. IMO, Big Dogs is a better place if all you want to do is watch the street traffic interaction. Bar 4 does have that pool table, so if that's an attraction then Bar 4 is certainly an option. There is an upstairs, but it was empty when I was there.
To me, this is just another bar in an area full of bars. But, YMMV.
