It's 100% safe as long as both of you do not have any std's.
There is a risk though at anything you do. You could get hit by a taxi in BKK crossing the street.

According to the Center for Disease Contol (CDC) Atlanta, Ga. The chance of catching aids from a BBBJ is 1 in 10000. This is assuming you have NO CUTS on your johnson. Is that 1 in 10000 for the BBBJ a random occurence or 1 in 10000 if the person giving the BBBJ is HIV+? Obviously a big difference in risk. Not nitpicking, just too lazy to read the page and wondering if you know.

Actually the 'probability theory' that comes into play here must include only HIV+ persons becuase I would suspect that the 1 in 10000 would be more like 1 in 1000000 if it included all possible people and not just HIV+ people... what am I trying to say here???
