The 4,000 baht charge is maintained by the mamasan's expectations of what the japanese clientele are prepared to easily part with.
They also use it to retain the girls in the bar for the full evening. If you are a regular, a fequent customer and are known, then things are different.
But if they think that you are new to the bar, they will try to maintain this high charge. Personally, I think the bar-fine should be enough for the bar, and it the greed of the mamasans that should put people off from even going there, They would soon change their managerial stance on this. but a boycot is unlikely to happen since it is so popular.

Having been in Bangkok for a little while now, and over the years having talked with quite a few guys ( and girls, come to think of it ) it is not completely unknown for a girl to pay the bar its so-called due, out of her own pocket and not tell the guy.
This can be for a number of reasons, but mainly one would assume on an occasion like that, that the girl really likes the guy and doesn't want to lose the chance of securing a longer relationship with him, believing that maybe this one is her chance ( ticket ?) of stepping out of the industry for good. None of them want to remain in it for longer than is necessary.
What surprises me is that most of these guys believe that the girl hasn't had to pay the bar any money for the 'privilege'.
A lot of casual visitors form the impression that all girls on the game are money-grabbing. It is true, that they all are in the process of working and earning money. And you do come across (?) some awful instances of greed.
But when you hear, as I have done on a number of occasions, that girls, leaving a bar, to live with a guy, are asked to pay maybe 30,000 or 40,000 baht as release money, not that they owe it, but just to secure their position in the network of bars and to maintain good relations with the managers and owners, and if the relationship fails that she has the opportunity open still of working in the area, and they pay it out of their own pockets and not breathe a word about it to the guy, well, you get a very different impression.

This girl might be an anomaly, but it seems that she only went to work when she felt like it. Whether she paid her own barfine or not, I don't know. Intelligence reports told me that she had a very generous Japanese gent looking after her - generous enough that he'd let a mate of mine take her out of the bar for (innocent) drinks without question, while he was present!
Then she left the bar and went home for almost two years.
Now she's back, and the only difference is that she's dancing downstairs now. She says that she knows very few of the girls, but many of them look up to her and try to get to know her.
When I went to see her, I missed her downstairs and went directly upstairs, as usual. She was hot on my heels on the stairway, and her first words included, "You know I love you." I've NEVER heard that one before from a bargirl. I did visit her in her home town while she was out of the game, though, so maybe that helps to explain why she feels close to me.
Another strange thing...she told me that her voice can be heard on the station announcements on certain stops on the MRT, including Sukhumvit (personally, on hearing it, I really couldn't tell). I asked her how that happened, and she told me it was through a gig that she had with ITV while she was home and out of the bar. When I asked her why she left that job, she said that she'd rather work in the bar. I think it's all about her friendships there.
It seems that this is one girl who works in a bar because she likes it, and she is very picky about who she goes with. Why I am one of the 'lucky' ones, I'll never know.
Bottom line, I really can't figure out this girl. Her English is pretty good, and I can understand her when we're together, but over the phone it's difficult.

I told my friend from upstairs one Thursday night that I would be back the next night for her. I got there about 1130PM Friday night. There were only 3 girls left to dance upstairs, my girl one of them. She immediately asked me to pay her barfine so she could change (and not have to dance any more I presume). The mamasan appeared frantic when she saw only 2 girls left dancing.
There were still quite a few girls left downstairs. But with the popularity of the upstairs girls, especially with japanese customers, there is not much incentive to change the pricing policy.
