Gulliver's is just a different scene - best if you go there with a wing-girl, but really, it's all about eye contact. If you're not capable of making and holding eye contact, the place is not for you. 
Honestly, easy enough to just ask a waitress to deliver a drink to a girl you have your eye on. I've never had a problem with that strategy - some girls will not and enjoy the drink, some girls will sidle over to sit down with you.
You can figure it out from there.

Gullys is great just walk in look around like you know why you came and check out the chicks waving, then in you go chit chat, drinks agree the price and its wam bam thank you mam.
Of course its all about eye contact in a place like that, nice place to go on the last day of the trip when your bags are packed and you have a few hours and an itch to kill.

I was there last night, and by 11pm if had a very good number of pretty girls dressed to impress.
As CC accurateley points out, a few walk-arounds are the way to go once it hits a decent number of girls in there.
I take a few strolls to the bathroom, which being in the very back allows to see the girls who are hanging back at the pool tables as well.
a smile to a girl(s) I like on the way there, and a stop back based on her reaction on the way back is all it takes.
while the girls do hang in groups at the tables, when you stop and say hi to a ceratin one if she's interested, she will always chat....the 3-4 girls at a table is a plus IMO, more ways for converasation to go than just with one girl.....
