No, since I've visited Beer Garden it has never moved. There were renovations and the old German owner of Beer Garten started his own Beer Garden in Soi 19 but it never moved.
There were plans to move it to Soi 4, but that never materialized. Instead they even added another place behind the main bar.
What did move was Thermae. When I first visited it 30 years ago it was near the corner of Soi 13. Years later it moved to its current location being the Ruamchitt Hotel.

Just an update, soi 7 beer garden is still there and in full operation. What has changed is that side of the street all the way to sukhumvit. Most everything is torn down.
The small alley that ran from next to the beer garden to soi 5 is gone, along with all the small shops. To the left as you come out is an open alley that cars park on where you can still walk to soi 5, but no little shops.

Strolled by today around 2 pm. It was 98% empty with maybe 12 women working and a half dozen guys. Almost more staff than patrons. I'm sure it nots always this dead but it wasn't even worth stopping for a cold beer.

I was in Asok last night for a meeting and decided to walk home. It was about 10 and here is the breakdown
Thermae - close to 15O girls so lots of competition and a constant stream of new ladies coming and going. Plenty of cuties of all shapes and sizes and I got plenty of smiles indicating a willingness with farangs.
Gullivers - as discussed, it tends to be more tourist oriented now but there were about 15 floating around but nothing special
Bier Garden - since it was so lame Thursday I had to see what's happening Friday night. It was slightly busier but on Friday night I expected more. maybe 20-25 tops and nothing special.

Looks like there's no real reason to go to Bier Garden for girls anymore. Thermae seems to be the best place for that. Gone are the days, when you could find 40-50 girls in the afternoon.
