Yes. I had to BF every BG I took from an open BB. You can only avoid this if...
1. The BG is not an employee of that BB
2. The BF was paid by a previous customer.
3. It's closing time and/or you meet elsewhere.
Same as Gogo's, Hostess Bars, etc.
There are probably other ways around a BF, but you'll have to wait for somebody a little more advanced than myself to fill you in on those. Pinga, for instance, supposedly will just have his way with a girl in the toilet and be done with it. I've never tried that, but the premise seems sound.
For every restriction, there will inevitably be some goofy, bizarre way around it.

When the bars are open, it could be anything from 150B to 600B ( yes I am not joking 600B! it was from one of the bars in the now ex Clinton complex ).
A lot of the girls will wait - unlike most of the gogo girls - if its near the end of the night so you wont have to pay the BF.

600THB is by no means the top end for a BF. I had to pay a cool 1K just to BF on Soi 33, and I’m pretty sure you can pay a lot more than that, not even including Japanese clubs. Was it worth it? Probably not. After drinks I was paying damn near 2K just to get out of the bar. Stick has a fairly clear and sincere synopsis on his page, even if it is a bit out of date. In the end I got more fun out of the 200THB BF girls than the 1,000 BF girls, but maybe that’s just me.
One more comment about avoiding bar fines. Once you're with a girl the first time, at least a working girl, you can almost always get her mobile number for future hookups. Unless of course she doesn't have a mobile phone, but I only came across that problem once.

Bar fines in soi 33 can often be well over 1500 B. Definitely not worth it, in my opinion. Girls there just the same as any other girls, but with nice dresses on.
I have avoided bar fines in the past by arranging to meet the girl at about 2.15/2.30 (if she finishes at 2.00), but bear in mind: (1) the girl often gets a cut of the bar fine, so you will probably be depriving her of some money if you so this, (2) the girls quite often have a monthly quota of bar fines they have to fulfill, (3) if the mamasan/manager finds out that you have secretly met her after work, she will probably be fired on the spot.

a That whenever I've taken a girl out I've usually spent a long time drinking and chatting first, spending a few quid.

c Late at night, closing time.
Once in pattaya the girl came with a 500b bar fine bill, another woman came over and said it was OK, she could just go. I had been a regular there for a week or so though.

In other words, yes... it is both "customary" and required to barfine at beerbars. The ladies may be freelancers (as opposed to salaried employees) but they still have to do a barfine deal with the house.

The girls on a salary have to show so many ladies Drinks and Bar Fines each month or their pay is deducted, so it's not worth it to them to let you get away with it. Yes some girls will go with out a BF if the have already been BFd that day, do you want sticky 2nds or 3rds??? Other will also charge you as 1 it makes you think you are 1st that day day and/or 2 it's a BF for a rainy day.
Some guys will get a BF freebie, even a ST or LT free anything can happen in this world. I one thing though that I cant figure out is how some dump bars charge a high BF than some of the best gogo's, that goes for beer prices as well.

Soi 7 beergarden is not a Gogo bar.. No, do not pay any girl 1500 B at this place. it is desperation at is best. not worth that cash for a ST. OK, some guys will not agree with me. Just the way I think... just walk in and look around. this before being drunk or extremely horny....
