Banyan Tree has the Vertigo restaurant and the Meritus Suites has The Dome complex....and BTF has plenty of info about them....and I miss the UTFSE times....

Tower Inn on Silom also has one, although not nearly in the same class as The Dome.

I went there yesterday with AP and it’s bloody awesome. It’s not just a restaurant, it’s a bar, café and lounge bar as well.
I'll write a little report about last night later this week as it was quite...euhh...adventurous.

Went to Vertigo's and then hung out at the moon bar. Definitely not inexpensive. Vertigo's will run you over two hundred dollars with a bottle of wine. Sirocco has a nice ambience also and less expensive but I prefer Vertigo's. Saw a bunch of mongers with their playmates and the hotel didn't seem to bother them. I guess because it is a high end hotel. Would love to stay there at least once.
Moon Bar drinks are not too expensive and it is a good place to hang out with a date.

Went to the roof top open air bar at top of Meritus State Towers. The related restaurant is called Sirrocco.
Very interesting.
Good jazz band playing.
Two drinks (cocktail and a beer) - 770 Baht.
Reasonable price.
