Re the taxis from the departure area asking for a non meter amount once you have left. You can easily fix this by as soon as he departs but before he gets down the ramp, make sure he has meter on, if not tell him to stop immediately and you can walk back to the departure area, it will be a small inconvenience, but better than going all the way down to the highway and getting out, although I have got a taxi down there before as well. Aslo as the taxi has left the departure, he will not be able to reverse up and he will lose his ride, he may then come to his senses. But I have never had this problem from the departure area, only thing is some of them still try to hit you up for the 50baht extra and you have to tell them only from arrivals and don't pay it because they surely do not. This tactic may change as I have seen a security guard sitting at the the departures end area and taking taxi licence details that have picked up passengers from departures. At the end of the day its only 50baht and if you have lots of bags it is not worth the hassle to walk up to the departues level.
The tolls are 30b and 40b, depending on where you are going, but for me from airport to Sathon this is what it is.

getting a taxi from level 3 is mainly to avoid the line at level 1 & as a benefit you avoid the 50bt airport surcharge & usually get a more decent driver as the ones queing downstairs are more likely to be the dedicated hardcore airport mafia type of guys who don't bother getting ordinary city rides...
now if your mission is to get a cab all the way to pattaya & think the standard fare at 1200bt is a bit steep level 3 again is where you can easily get the 800-900bt + tolls deal 
as for the security/airport guy at departure level noting down the taxi details he's been there for ages & it does NOT mean there's a surcharge
BUT the key really is to be a bit familiar with the usual meter fares for popular destinations like from DM-NEP or just lowball any taxi guy who suggest a price as opposed to turn the meter on. If you insists on 100bt or the meter just notice how quick the meter will come on or in the odd case where no meter actually exists or not working? just give him 200bt or 250 if you live further out than say pinklao or onnut!

Never believed there was a taxi mafia in Bkk! At 2 am I get a cab from Patpong to go to Nana and they agree for 60-80 baht. The airport to Nana ride is almost always around 300-350 baht. The drivers have ALWAYS been decent folks. My experience. We just have to make sure we are getting a blue-red or yellow-green cab and not a private car or limo whose charges are naturally higher.

not knocking anyone i understand the want to save money,but 50 bt?
just over a dollar and just under a pound.
i live 0.9 of a mile from where i work and the cost of a taxi is around 4 pound or around 7 dollars.
a ride from Don Maung to downtime BKK is a bargain in my eyes for the price.
and the price for a taxi from BKK is a steal.
how long?.60-90 minutes? and how far?
in the UK i would have to take out a bank loan to pay for a taxi journey of that distance.
but to the point in question.
the only time i ever got a taxi from DM to Silom RD i went to the Taxi Desk and got one rom there and paid 300 all in.
convienance was good for me.
when i arrive in Phuket i always arrange for the Hotel to provide a Taxi for me.
OK i pay 500 which IS expensive,but i have the comfort of the driver expecting me,holding up the board with my name on and the drive straight to my hotel.

When I was in Bangkok, I used this very effective method for taxi drivers to put their damn meters on:
-Do not take a taxi that stops and asks you if you need a ride. Only take a taxi that is comming in your direction, then flag it down.
- When you decide on a taxi, approach the driver by either making him roll his window down or open the back door and ask him, "Do you have a meter?" This question puts him in a very pressuring position for him to use his meter. If he says no, then just flag another one. I have taken dozens of taxis during my time in LOS and that method has never failed me....NEVER! Give it a try and see what happens! Good luck!

If you use the taxi stand outside arrivals it's like people said it's 50 baht plus meter. I had a problem once with this scenario in that I didn't pay attention to the driver. He failed to turn on his meter. I had to negotiate after my arrival. They are supposed to turn on the meter.
Also, I have never had a problem finding a taxi in BKK at anytime during the night. Like Kenny said find a taxi that's moving. Don't bother with guys standing outside their taxis offering rides. I don't mind taxis slowing down while driving by you to see if you are looking for a ride.

The little security man who takes down the numbers in Departures is often known to take a 50B bribe for letting a cab wait in what is a no waiting zone, never happened to me but a recent cabbie explained it to me...but I'd caught him on the move and he was pleased when the guy waived the bribe as he hadn't waited. Just look to see if money changes hands when he stops to give his details.
As for Patong cabs...enough said...*****

God...I can only imagine...but have heard the put the Phuket drivers to shame with their shady tactics. I lived in Samui for a hort time in the early 90's...and I have no desire to ever go back.....just spoiled by the locals (not the mainlanders....)
