It's been a while since I've checked out the Saphan Kwai (aka Suttisan?) area. From what I remember, mostly low-end, but available very late at night after most everything else was closed. Didn't like it too much as most of the gorls looked liked they were being forced into it. Oops, I am refering to the brothel scene down one of the sois. Couple homes, where you can hop from place to place and the girls are sitting on couches waiting to be picked and off to a ST motel.
If you are into this sort of thing, I think doing laps aroung Suan Lumpini is a far better option, while still being a bit edgy, but slightly safer. Again, depends on what you are after. Suttisan is a very local place, whereas Suan Lum might be a bit more open. Still as with any of these place, you are rolling the dice....
