Recently visited the 'Above 11' bar (32? floors above Suk. soi 11) at Fraser Suites. Near Bed and Q Bar. Great place for a nightcap. (Offbeat access by dedicated elevator on left side of Hotel). Good dancing action in late evening and/or great quiet romantic skyline views in late-late evening. Mostly bring-your-own it appears.
Best to NOT go there or to other rooftop bars (Vertigo, etc.) in rain or fog/mist. Most are outdoors, but even where undercover their great views are pointlessly obscured.
Dream Hotel is new to me - interesting. Is there action in their bar? Do you need to be housed in Dream 2 to have easy access to their rooftop pool? Guest-Friendly experiences?

Definetly guest friendly, no action in Bar unless you bring it. Cool LED lit rooms, a little on the small size but OK for 2 or 3 nights.

I noted noise in adjoining room from the flat screen tv on their wall (also my wall). I got the up-all-night party time Asian couple as neighbours. So I put the headphones on & chilled out to some satanic death metal
This was in the cheaper Dream1 rooms (not Dream2 with the pool). I guess I was just unlucky

There are a couple more bars at the top floor of the hotels, both of them on Sukhumvit Road. The Continent Hotel (Axis & Spin - 38th & 39th floor) and Hotel Sofitel Bangkok Sukhumvit (L'appart - 32nd floor).
