Actually it is, and its what the vast majority of the population get, the problem is that its not worth paying for.
Granted you have to pay for books, uniform and what not, but the actual education part is provided free at government schools throughout the country.
That said, any farrang parent that has had children with their local wife that puts their kids into that system is someone who should be hung up for child abuse. If you can't afford them, don't have them !
