Can anyone comment on the speed of the internet at the Palazzo? Is it fast enough for VOIP or Skype?

Not sure about the speed of the broadband there, but compared to Tokyo, or Seoul, broadband in Bangkok is not comparable. That said, if you just need Skype VOIP, you have enough speed. If you want to download a movie....it will take a while.
The Palazzo is a sort of niche hotel, in my opinion. It is clean, it is well-run, the rooms are well-appointed and it is well-priced. I do believe that it caters to a predominately Asian clientele, though I have never felt uncomfortable or unwelcome there (I am Caucasian).
The Palazzo is not ideally located for punters who prefer Soi Cowboy or Nana. It is perfect for those who prefer soapies. The Mirage is right next door, and the Ratchada strip is right around the corner.
If you wish to patronize the other entertainment districts in Bangkok, the Palazzo is very convenient to Huaykwang station on the underground. Rather than walk to the underground station, or to Ratchada, however, I recommend that you grab a moto in front of the hotel. You will be at the station in 30 seconds. Ten to twenty baht.
For those who prefer to stay a bit away from the madness of Sukhumvit, Palazzo is an alternative, though anyone who knows Bangkok will assume that you are whoring around at the soapies if you divulge that you are staying there.
It should also be stated that Hwaykwang is a mecca for girl shopping after hours. Rather than going left from the front door of the Palazzo to Ratchada, grab a moto and go right, past Mirage, around the corner, to Huaykwang. Get out, and just start strolling. You will see literally hundreds of lovely girls, many of them employees of the various massage venues and gentlemen's clubs in the area. The best time is after 1AM, after the girls finish work. The street does not close until 6AM. It is full of shops selling a wide variety of clothing and shoes. Very nice when you want to take your TGF shopping.
In my experience, most of these girls are literally shopping, not seeking customers. It is possible, however, to ask a girl where she works, and then make a "date" to go see her the next day. Or, grab a bite in one of the cafes. Or, you can make a date to see her on her day off. Huaykwang is a very Thai neighborhood, in my opinion, so drunken fat farang mongers pawing at girls will not be favorably tolerated. Reserved, well-dressed gentlemen with minimal patience can meet some smoking hot girls.
In my experience, the Palazzo is often booked, so you will want to reserve a room far in advance. I have never encountered a problem taking a virtual parade of girls through the lobby.

The Palazzo is great value, clean well run and offers decent accomodation for only 1110 Thai Baht/night inc ABF. Totally guest friendly. This and Veronica Residence are the only 2 100% guest friendly hotels on the Ratchada strip. The others are 50/50.
This hotel now has a new wing with the option of Bathtubs, which the old wing doesn't have. Internet access in bth wings is fast from the feedback I have and offers both options, wired and wireless. Rooms can easily be got if booked a minimum 3 days in advance.
Still in Thailand, with the small exception hotels still charge high prices for hotel guests to use the internet. When will they follow smaller hotels by not.

Palazzo is still very GF. As a matter of fact, you can walk right past the front desk and they won't even bat an eyelash or take the girl's ID. The old wing doesn't have any in room safes but the new wing does. I was hesitant to stay there initially before the new wing opened due to no safe but my friends always stayed there and never had problems with the housekeeping. However, one of my girlfriends got his cell phone and wallet stolen when he got careless and went in the shower without it. Great place to stay if you like the soapies around Ratchada area. Would prefer the Emerald hotel myself but they are definitely not girl friendly even though same owner.
