Going to go with one of two options: The GP on Soi 11 or Honey Hotel on Soi 19. Could use the savvy advice from some fellow punters.
I am leaning toward Honey for two reasons. First, they have quoted me a price of 750 Baht for a Garage level room and 800 for a 3rd floor. This is about half the rate of the GP, but the Honey is close to Soi Cowboy, and even more important, it seems like it would be walkable to the MP's on Ratchadapisek. Am I right about this? How long of a walk is it north to Rama 9 and Ratchadapisek from the Honey. The reason I ask is it seems that many have posted about traffic sucking big time and cabs taking upwards of 60-90 minutes to make the trip.
Also, I would assume that the 3rd floor room is above the noise on the Soi and would be the better choice...any thoughts on the matter?

If you plan on spending much time in your room, you'll like the GP better: better amenities, and better service.
The Honey is an OLD hotel, one of the original Vietnam era R&R places. The rooms are OK, but DEFINITELY get one on the upper floor; it can be noisy.
On a hot day, New Petchburi Rd. is a LONG walk, with Rama IX at least half-again as far and you won't be daisy-fresh upon arrival at your MP. Most of the day, traffic will really eat up your time getting there, though, so it's 'up to you'. Asoke is, of course, one-way, the WRONG way.
The taxi route, zig-zag through Soi 23, and the sub-sois behind and to the northeast of Cowboy, leading toward Soi Soonvijai gets you near several MPs, but again, traffic will vary according to time-of-day.
Here's a wild idea: take a moto taxi to the north end of Soi 15 (easy from Soi 11 or 19), and catch the klong water taxi (~8 baht) to Asoke, walk north to Petchburi (short walk), and catch a cab from there. Cooler, more fun.
Better check with some other guys, too, because I'm a bit fuzzy about the details from Asoke/Petchburi to Rachada (traffic direction, taxis, etc)...

I like your idea of dealing with the journey in segments.
Sounds like a hot bloody walk that I can do without.
Good info on the Honey, as well.
