I've stayed there twice, but I'm not sure about the guest policy, all I can say is that I was never charged extra.
First time, in March, brought girls in, just walked past the desk, no one said anything. However, a guest (French woman), gave me a real nasty look on the elevator in the morning while escorting my girl out. Wish I'd had a camera to capture it.
Second time, in June, I registered a girl I brought back with me from Pattaya. I can tell you, the hotel front desk wasn't too happy with that.
Get the deluxe room, they're about 30-40% bigger for a few hundred baht extra. All bathrooms have separate tubs and walk-in showers. Breakfast is very good. Pool is disappointing, but exercise room is good. Beds are very comfortable. Hardwood floors.
Nice cigar bar on second floor.

I had a thai GF with me last Aug when I stayed at soffitel silom. She didn't have her ID when we checked in and the front desk gave her a little bit of a talking to for no ID. But didn't say a word to me about bringing her in. Later she wanted to go shopping and they had the limo driver take her. Later they gave me complimentary limo use. Said they wanted to make up for the problem? I didn't argue just said Okay. That thai gf was very good at negotiation.
