Yeah, there's a Hip Hop club on Khao San Road.
I think it's called Banyon, it's next to Lava Club near McDonald's. It's not bad on weekends, I met a really cute girl there a couple weeks ago, unfortunately she lives in Petchabun so I haven't seen her since.
And yeah, Khao San has loads of non-working girls looking to party with farang. It's a perfect place for a young farang like me to meet thai girls, but I think it would be difficult, but by no means impossible, for an older man to pull non-working girls there.
And the place that Stickman mentioned was Gulliver's. Last time I was there, most of girls looked like they were off duty bar girls looking for a little extra cash from young backpackers, I think most of the girls were looking to charge. I heard one pair of girls explaining long time vs short time to a bewildered 20 year old backpacker. But there are plenty of other places near by with normal thai girls looking for new friends. The Club, and Suzie Pub are my favorites. Lots of thai males though, so there is competition.

The place on Khao San rd is called Immortal. Right next to LAVA.
Plenty of cute Thai chicks with a sprinkle of Farang girls. Most people are there to dance and enjoy the music. Not a pickup spot and I have not met any "working" girls although I am sure there are a few "off duty" ones. Be careful because there are quite a few underage chicks in there.
