Stay at a serviced Apartment and then you won't have to buy into any NYE deal.
I have not been to Cambodia, but I would not opt for Vietnam over BKK anyday, especially NYE. Was in HCMC a few years ago for NYE, and it was nothing special. Places still close earlyish.
