The airport is about one third of the way between BKK and Pattaya (closer to BKK). Obviously, it would make sense to go straight to Pattaya from the airport, or go directly to the airport from Pattaya upon departure.

Actually if you go to Ayuthhaya (a hour by mini-bus/1.5 hours by train) there is a show and elephant rides at the old royal compound. This is also the place that elephants are trained for use in farms, clearing forrest, etc.
Ayuthhaya is another place that English is well received as it is one of the big backpacker hangouts.
If you want to stay overnight there are some cheap and nice hotels near the center of town that are walking distance from the girlie bars.

Be sure to hit Eden Club in Bangkok......other than that, throw the itinerary out and just go with the flow. You will no doubt have an amazing experience..

Some good advice already on this thread, and with three weeks you should have plenty of time to see and do quite a lot. Definitely don’t try and schedule where/how you will spend the entire time as you’ll never end up sticking to that rigid of a schedule. About the only things I would schedule for sure is to spend at least a few days in Bangkok and at least a few days in Pattaya. As for Ayuthhaya you might or might not fit that one in depending upon how you hold up.
I would spend at least the first three days in Bangkok this should give you enough time to adjust to the time change, and to get a basic overview of the P4P scene in Bangers – (Nana, Cowboy, Patpong, Oily, Massage Soapy, Tulip, Eden). Then head down to Pattaya (about an hour or so south of Bangkok). Spend at least three/four days in Pattaya, then decide for yourself which of the two you want to spend most of your time in. It is not a big deal to travel between the two – an hour of travel and the 1000 baht for the taxi - easy peasy.
If you need/want a break from the boozen’ then there is plenty to do/see down near Pattaya that will give you ample opportunity to get in some touristy stuff to get those photos to show the folks back home. If you are in Bangkok there is quite a few places to go get some photos, or (as has been mentioned earlier in this thread), Ayuthhaya is a nice day or overnight trip to get in the tourist stuff. One things to make note of, some of the Thai ladies can be pretty photogenic so if you take one or two along with you to do the tourist thing, make sure you get some shots without them shoving their gob in front of the camera.
Have fun and do what you want, don’t end up letting some bar girl dictate how you spend your R&R.

I didnt inquire if you are a beach kind of guy....if so, take a taxi out towards Rayong from Pattaya and a Ferry over to Ko Samet (its a small, tropical island)....about 2 hours from Pattaya.....
I am sure some bro's here will back me up that Ko Samet is a really cool place to chill out for 2 or 3 days....not really any action like Pattaya or Bkk....but if you meet a "cool" and please note I said "cool" and not "stunner" girl in Pattaya that would like to tag along then ding-ding, winner, winner, chicken dinner!!!!
Its the whole wood bungalow beach feel with warm clear water and the type of place you wear your swim suit or fisherman pants the whole time and eat BBQ on the beach at night, listen to chill music coming from the beach bars and watch the small waves crashing in while people chat, dance and spin fire on the beach.....maybe just the place after Iraq.......
Ko Samet is the closest island for this type of escape and since it's your first trip will provide a definite relaxing 2 or 3 days..

First you will have a great time,
and being 21 years old the girls will be all over you.
BUT, please pay all of them, even if they say they do not want anything,
Many young guys think they should get laid for free, but the girls have to make a living,
Paying them will do a couple things, help the girls and also slap you in the head that this is really Disneyland and you have to pay for every ride
Your 3 weeks there is fantasyland, great to visit but not real life,
Treat them nice, you will get it back 10 times over, its not an easy job for them even when they make it look like it,
Pattaya sucks as a beach if you are thinking of going in the water, it just has more bars than Bangkok,
But if you go there watch out for the macho drunk guys who will want to pick a fight, you are there for fun, not fighting so try not to get drunk and crazy.....
I am sure you will have lots of fun, just play safe
