I have 15 days and I have plenty of cash.
I have a reservation at the President Solitaire hotel.
I'd like to do some touristy things but also celebrate BKK style as it will be my 21st birthday.
Any suggestions?

Boy, you will have the time of your life... Whish I would have known more about the wonders of BKK when I was in your age...
Pres. Solitair is nice.. kind of old fashioned (admirals style ye know) but nice... Soi 11 is a good start (and end) for the night...
Start reading the forum... the newbie section has a couple of "BK for dummies" type of things... Lotsa excellent advice if you've got some time on your hands for reading...

You're gonna get some much deserved R&R -- I would suggest starting it off with a DrLove tour, to get your bearings.

A visit to Eden might be just what the Doctor ordered.
If you need, I can check if my friend's available, who does a great job showing you around -- she does both the touristy stuff, and is great about hooking you up with girls.
If you're into the dance/club scene at night, Spice Club at the bottom floor (i.e. Parking Garage) of the Ambassador Hotel is a fun place to go.

Another choice would be the Spicy Club (Spicy Club: Ron Muang Soi Neung) - slightly different atmosphere, usually packed to the gills (though, it's low season, so it might be tolerable).
Of course, the staples would be Nana Plaza, Soi Cowboy, Patpong, Soi 33 - but you'll hit those with DrLove.
Good choice with the President Solitaire - though you may choose to walk your girl out of the hotel, as the staff usually shuffles them out the backdoor in a 'delivery' kinda way when they leave on their own. Just a head's up on that...

I have never had a problem with using English unless I traveled outside of the cities and even then I could make myself understood.
If you are hanging around Suk you should have no problem at all chatting up a few nice girls.
That being said, know a few words in Thai can work wonders when dealing with the locals.

Don't worry about the language. Almost everything is written in English and Thai, and many people speak some English. Your cab driver may not speak English well, but the dispatcher at the airport will speak English and tell the cab driver where to take you.
The only thing I would recommend is that you print some Taxi cards from the website (Taxi Printable Location map) :

When you arrive at the hotel, they probably also have some taxi cards the size of a business card that you should have with you at all times in case you need to show it to a taxi driver. But once you arrive, you will probably be traveling mostly by BTS Skytrain or Subway (or walking), so you want to be familiar with these modes of transporation (even if you can afford a cab, it is often times extremely slow due to traffic).
A few other tips:
1. If you bring cash, make sure it is newer $100 US dollar bills only. I personally recommend AMX travelers checks if you can get them without a fee (or a small fee). Make sure they are $100 or $500 checks because there is a fee per check (but exchange rate is better than cash).
2. When you arrive at the airport, only exchange enough for 1-2 days max. The exchange rate at the airport is not the best. You can exchange money anywhere around the area you are staying, including large banks.
3. Always make sure a taxi driver turns the meter on when you enter the cab. Do not pay a fixed rate (with possible exception of limo at airport--but taxi is just as good).
4. Tipping for cabs and restaurants, etc, is optional. If you do tip, it should usually be about 5%.
5. Soapy massage is usually about 2500 baht, plus normal tip is 500.
6. Oil massage is usually about 800 baht for 2 hours, but you must tip 1500 for FS (FJ). The TG (Thai Girl) will ask you if you want "extras" or the "special" during the massage (or you can just tell her yourself up front).
7. Take-out at bar or GoGo is barfine plus negotiated rate to the TG.

If you go to massage parlor, it is unlikely you can be ripped off if you understand the items I mentioned above. If you are negotiating take-out for LT or ST at GoGo or Bar, then read up on what the normal rates are, and be prepared to negotiate a little.

If I was 21 I would be getting laid everyday, several times a day, and not have any time for the "tourist stuff" in BKK.
