I went to Bangkok Bank (333 Silom) and opened a savings account with passport and Drivers License. I had a tourist visa in the passport, I don't know if that mattered. Since returning to the US I've hooked up all my accounts here to it, so I can now transfer money between the two places for free and not have to pay ATM charges anymore.

I would try the branch closest to where you live. No need going all the way to MBK to bank. The branches are not tied together so it costs you extra to do banking at other branches.

I bank at the Rangman branch by Victory Monument BTS, just down the road from where I live, and got an account with just my passport. They never asked what visa I have, or for a work permit, although I have a type M visa, and a work permit.

A method friends have used at other banks that ask for a work permt is to talk to the manager, and explain you need an account to start putting the money you need for a retirement visa into. It does work as the manager has the authority to issue an account to anyone he chooses. There are no set rules for foreigners opening accounts, other than a copy of a passport, and no requirement on what kind of visa is legally required. It is up to each bank branch who, and why they issue accounts.
