Cabinet declares long flood holiday weekend

The cabinet on Tuesday declared Oct 27-28 and Monday Oct 31 an official holiday in 21 flood-hit provinces, including Bangkok, to allow officials not involved in flood mitigation to stay home or travel out of Bangkok to other provinces.

The 21 provinces are Bangkok, Nakhon Pathom, Ayutthaya, Lop Buri, Sing Buri, Chachoengsao, Ang Thong, Nakhon Sawan, Chai Nat, Uthai Thani, Sukhothai, Phichit, Kamphaeng Phet, Pathum Thani, Nonthaburi, Saraburi, Nakhon Nayok, Prachin Buri, Suphan Buri, Samut Prakan and Tak.

Oct 29-30, Saturday and Sunday, are normal weekend days off for state officials.

Bangkok faces high sea tides from Oct 27-31, making it more difficult for the floodwater to flow out to sea during this period.

Bank of Thailand governor Prasarn Trairatvorakul said the central bank will consult with Thai and foreign commercial banks this evening before deciding whether to also close financial institutions in those areas. He said a bank closure could affect international trade.

Local bank branches hit by flooding have been closed, but the overall banking system is still operating as usual, Mr Prasarn said.

Bangkok Governor Sukhumbhand Paribatra said the water level in the Chao Praya River next week may rise beyond 2.60 metres above mean sea level, and Bangkok's flood prevention dyke is only 2.50m above MSL.

MR Sukhumbhand based his grim forecast on the high level of water in the Chao Phraya River during the past two days.

Today's water level in the Chao Phraya was expected to reach 2.35m, he said.

"This year the amount of water is enormous. The Bangkok Metropolitan Administration will concentrate on protecting important places such as Siriraj Hospital and the Royal Palace because they are situated in very low areas.

"BMA officials have worked hard around the clock, watching the embankments on both sides of the river," the governor said.

MR Sukhumbhand said the BMA has set up an operations centre to reinforce the 39-kilometre-long eastern embankment along Krungthep Kreetha and Rom Klao roads.

In a live telecast on NBT, an Irrigation Department official admitted the problem of slow diversion of water to the east of Bangkok was due to the opposition of local residents who would be affected by rising water.

He said Khlong 1 water gate has never been shut due to the opposition of residents in several housing estates in the area. This was the main reason for the water overflowing into Zear Rangsit and Don Mueang.

Prime Minister Yingluck Shinawatra in a TV pool broadcast warned that flood water is strong and all protective flood walls may not be able to withstand and it is possible that inner Bangkok will be flooded especially those along Chao Phraya river.

All personnel are being mobilised to protect Bangkok. At the moment, Chao Phraya river overflowing banks at Bankruay and Bangplad. The government is trying to protect Mahasawat canal by trying to drain excess water to Tha Chin river and Chao Phraya river, but the water mass is huge and Thonburi will be flooded about 50 cm.

If some of Bangkok's flood protective walls are breached, inner Bangkok may see flood at 10-150 cm. The government will try its best to protect Bangkok and if it is flooded, it will be drained off as soon as possible.

People should be highly alert and move valuables to high ground now. Ms Yingluck instructs personnel to take at most care at Sirirat Hospital, Grand Palace and all public utilities.

Flood victims in Don Muang should move to various BMA flood shelters. MWA and MEA have assured that water and electricity will always be available.

Please be alert but not panic nor careless.

Chao Phraya set to brim over

The Chao Phraya River appears set to overflow in Bangkok this weekend as rising seawater levels add to the woes of the country's raging flood crisis.

To help current and potential flood victims in 21 affected provinces cope with the crisis, the Cabinet yesterday announced Thursday, Friday and next Monday as special holidays.

Bangkok is among these provinces.

"The Chao Phraya River's water level in Bangkok will likely rise to 2.6 metres [above normal sea level] over the coming weekend. It's going to be higher than the embankment," Bangkok Governor MR Sukhumbhand Paribatra said yesterday.

Sukhumband said the height of the permanent embankment along most parts of the Chao Phraya River stretch in Bangkok is now 2.5 metres. Some sandbags are being placed on top of the embankment to protect the capital from overflowing, but there is not enough time for the Bangkok Metropolitan Administration (BMA) to construct the extra height needed along the 75.7km stretch.

"To cover the entire stretch, we will need up to 10 million sandbags," Sukhumbhand pointed out, "We will have to focus our efforts on the most vulnerable and key spots only."

The Bangkok governor urged people living near the mouth of canals connected to the Chao Phraya River such as Bangkok Noi, Bangkok Yai, and Padung Krungkasem to be on full alert.

Many areas of the capital have already been flooded, including the Vibhavadi Rangsit Road in Don Muang district where the Flood Relief Operations Centre (FROC) is located.

Sukhumbhand said the BMA, in collaboration with the Highways Department, would form floodwalls on top of Sai Mai, Hatairat, Hataimit, Nimitmai, Romklao and Kingkaew roads to protect inner parts of the capital.

These roads stretch a total of 39km and serve as an embankment against run-off water from the upper part of the country.

Sukhumbhand asked people to co-operate with officials in charge of floodwall construction. "Please have empathy for officials who have to work. Please be reasonable if you want to raise any objection," Sukhumbhand said.

Government Spokesman Thitima Chaisang said government officials from C-9 level up would be required to work during the upcoming holidays to keep services open.

"Officials in charge of water drainage, electricity, waterworks, and transport will have to stay on duty, too," she said.

The Cabinet resolution announcing special holidays came amid growing calls from several parties.

The holidays would not only give people time to prepare for the coming flood, but they would allow workers from the provinces to leave the capital ahead of the floods.

Private companies have not been ordered to declare the holidays but their executives have been urged to exercise discretion in deciding whether to give holidays to their staff.

The Education Ministry yesterday postponed the start of the new semester to November 15 in 12 flood-hit provinces.

They are Bangkok, Chai Nat, Nakhon Sawan, Nonthaburi, Pathum Thani, Ayutthaya, Lop Buri, Sing Buri, Angthong, Utai Thani, Saraburi and Chachoengsao.

Looks hopeless.. need to cancel but will wait for mid Nov just day before the actuall flight to do so.

Navy warns, 2.6m high tide

Vice Admiral Niruth Hongprasert, chief of Navy's Hydrographic Department, warns Bangkok people that on October 27-28, the high tide from the sea would raise the Chao Phraya River level in inner Bangkok to as high as 2.6 metres above mean sea level, which is higher than BMA's concrete floodwall of 2.50 metres.

Expect to see water overflowing banks along the Chao Phraya during the high tide, he said.

In a live TV interview, Vice Admiral Niruth said it was not easy to predict the level of the Chao Phraya more than 2-3 days ahead, as there are so many unpredictable variables, especially the big mass of floodwater arriving from the North.

In fact, the situation changes day by day. However, the prediction still stands at the moment, that the Chao Phraya River will definitely overflow its banks. he said.

The information had already been conveyed to the government's flood centre, he said.
