Not sure about opening times but patpong 1 and patpong 2 are pretty quiet in daytimes. I did pop into a bar in patpong 2 when I was walking up to Montien hotel and a blow job was on offer. It would be hard to walk up patpong 2 daytime without the woman tout getting into you.

Only know Lolita's (Asoke Corner) as a real bj bar, by the way service is always great here. Opens at 10 or 11 am in the morning !!!!!! At 12 noon you are garanteed a good blow 
As far as I know, cowboy only has "groping" bars such as Toy Bar, AfterSkool and Moonshine Joint. HJ is always possible here (why else do you go into these bars), but i thought that bj's were much more difficult to get within the bar from most of the girls.
Has this changed or has it to do with the time of day you enter the place? For example, when it's quite in the bar the girls will give you a bj.
Or maybe you have to trow in some alcohol for the girls.

Toy Bar and AfterSkool can't be listed as BJ bars, IMO. They are more properly termed HJ or diddling bars. One or two girls in a bar on occasion offering a BJ does not a BJ Bar make.
The girls at Toy Bar (I haven't been to AfterSkool) are aggressive, but that's part of the "charm." Once you relax and accept it, it's quite fun.
