Yes, the price now is definitely 700 baht.
The increase, in my opinion is well overdue.
Only greedy buggers would expect to pay the same price as ten years ago.
I'm so glad this has happened although I do know that there are many guys, both regular expats and some tourists alike, who frequent the Star of Light for an in-house blow-job and who always give double or treble the amount asked for.
And that has been good too. Praise-worthy behaviour particularly when you consider the quality of what you are buying into.
As for take-out, the bar-fine is still 400 baht. What you negotiate separately with the individual lady or ladies, is between the two, three or four of you, but short -time is normally 1,500 baht each and long-time, should at least be 2,000 baht each.
And then, a tip after that is entirely up to you as to whether you think you got "above and beyond the call of duty."

I think your last visit must have been during the time when they were battling with a lot of boys in brown pressure and there was restricted or no action in the bar for months. But that is way in the past now.
They secured an arrangement then, to use a room near Foodland for the "on-site" activities and charged the 200 baht for the room facility but waived the bar-fine.
Those times are gone. The room near Foodland is no longer a facility used by the bar. The emergency arangement to avoid attention by the boys in brown, has ceased...................
Bar-fines at 400 baht are back in place and have been for some time now. So you pay the bar-fine, having negotiated a separate price for the lady or ladies and then either go to your hotel or a short-time hotel near-by.
For a near-by short-time hotel : The Pavilion is good, just make your way back down that same covered walk-way to Suriwonge from the bar and it is on your right. Then you have the cost of the hotel room for however long you want it. Rooms very clean and comfortable for a short-time hotel.
If you continue down to Suriwonge, and turn right, walk about 30 metres and you are at the Suriwonge short-time hotel entrance, down a narrow lane. A bit dark and dingy, with no windows, but as an emergency, bearable. The cost of the room also has to be taken into account.
Or from the bar, cross over into Patpong 1, turn left and cross over to the other side of the soi, walk up to the Madrid restaurant and just after that, there is a little alley-way which leads up to the short--time hotel that the girls from the restaurant use. The cost of the room then has to be taken care of. Clean and comfortable, but not as nice as the Pavilion.
Usualy these places charge about 300 - 400 baht per two hours. If you aren't carrying a few condoms,then now is your last chance to purchase over the booking-in counter. Time is money. Or there are pharmacies in Patpong 2 on the way.
Far better to negotiate Long-Time and take the lady back to your place to build up an appetite for breakfast together.
But, action is available in the bar, so you can avoid the cost of the bar-fine, if you don't take the lady out.
Blow-job in the bar = 700 baht for each lady. 1000 baht for each lady for FS in the bar. At least 1,500 baht FS outside the bar. ( Not just outside, but in a hotel.)
Of course, tipping is a good way of indicating your appreciation for the fantastic service they give.
