Never heard of such in Bangkok.
Look, Bangkok (and elsewhere in LOS) has a lot of quantity but not a whole lot of specialized niche venues. Believe me, I know, I own one of the few.
So, while there is no harm in your asking, don't expect too much. This isn't San Francisco, L.A., NYC, etc. or the European counterparts. Nor would you want it to be.

BTW what you are asking about is called a "glory hole" and is a common feature in gay bars (as you implied that you are well aware.)
This is not at all common in heterosexual venues. The defunct Sutro Baths in SF had this sort of thing and had a gay and bisexual clientele. It is generally agreed that anonymity of this sort and ferocious promiscuity in general helped breed the AIDS epidemic that devastated the gay community in the Bay Area in the 70s and 80s.
Bangkok tends to run decades behind the cutting edge in sexuality, and in this case I'd say this is a Good Thing.

Once again chateau has provided us with some pearls of wisdom (nothing to do with a "pearl necklace" - anyone familiar with that idiom?)
It is amazing that, as chateau and the wondrous Gaow (Oh Gaow, how could you abandon me before I had the chance to be with you?!) have pointed out previously, this town is very vanilla.
There is of course a bar (more than one?) in Pattaya where there are glory holes under the bar and you can't see the girl while she services you (which takes away a lot of the fun for me - am I the only one who cares so much about the visual aspects of sex?) but you do have to meet and select the girl first.

That's why so many BJ bars are pitch-black, because the girls by and large are butt ugly, old, or both.
At least at the Rose.
The Kangaroo (in the old days anyway as location I think has changed about 6-7 years ago) is brighter and the girls a notch better looking.
