However Grand hotel charge joiners as some recent guests didnt listen to me. They booked it anywayand will not be staying there again.
The Emerald as well charges 600 Baht joiners.

Among your list of hotels, I've stayed in the Emerald, Grand Mercure Fortune, and Palazzo Hotel and had only a Thai traditional massage in Chaophya Park Hotel.
Emerald is one of those older style 3.5-4* hotel with plenty of family tourists. Room, lobby and facilities are decent. I did not bring back any girl to test their guest policy, however, they had staff guarding the elevators at night.
Grand Mercure Fortune is not good at all. They run a mickey mouse type operation there. Merely requesting two extra bath towels results in a manager visit to my room asking me sign a piece of paper. I booked a double room, they did not charge me joiner fee, bad news is they harassed my guests regardless if the girls came visiting me at 2 am or 2 pm. Grand Mercure Fortune is definitely NOT recommeded.
Hotel Palazzo is fine, room is OK. It is also cheap mainly because they don't have much amenities, no swimming pool and no in-room safe in the old wing. Staff were very friendly and don't care who you bring in at night.
I have no problem staying there again.
Chaophya Park is another 3.5* hotel appeared catered to lots of Asian tour group.
As a side note, a place at least partially fit your criteria and very much impressed me is Centre Point Silom service apartment. This building is near the riverside and only 5 minute walk to the Thaksin Skytrain station and as far as I know, quite close to an expressway. One-bedroom suite is priced slightly over 3000 B a night, I got a very large suite which is about triple the size of a conventional hotel room. IMHO, one bedroom suite in Centre Point Silom is better than the junior suite in Landmark ( at least 7000 B per night ). Internet in the room is free of charge too. Cewntre Point Silom staff are very friendly and helpful. No problem bringing in guest at night. The drawback is the location, which is not convenient as Sukhumvit hotel

This spring, I plan to go to Bangkok for a couple of days. Previously, when staying at a hotel in Hat Yai, the bellboy asked if I wanted a lady. I agreed and he sent two lovely ladies to my room. I chose one of the lovelies, paid 1600 Bath and had a wonderful next 24 hours.
Now, when planning my next staying in Bangkok I wonder where similar service is available at Bangkok hotels. Due to the subway and location of the airport I prefer to stay in the Ratchadapisek or Suttistan area. When looking at the map, Chaophraya Park Hotel looks good, but are they GF and do they provide girls?
If someone has experience of hotels (Chaophraya Park Hotel or other) that provide girls for LTs, please unveil your knowledge.

I am very familiar with the hotels on the Ratachada strip.
As long as you do not mind being obvious, stay at Palazzo. That is, if you can get in. The place is often booked in advance. (Palazzo is right next door to Mirage, which is one of the best massage joints in town). While no one will pay any attention to how many girls parade to and from your room, it is also difficult to maintain the fiction that you are in town on business when you stay there. It is not a business hotel. It is a hotel for predominately Asian clientele who come in to nail a lot of massage girls.
That said, you can get an in-room massage from any of the hotels. Whatever happens between you and the woman who comes up is between the two of you. Sex is not guaranteed.
Rather than looking for this amenity courtesy of the hotel, regardless of the hotel that you select, just call Tulip and ask them to send one of their girls over for out-call, or explore the fine establishments on Ratchada. If you do ask Tulip to send one of their girls over, tell the concierge ahead of her arrival. Just call the guy and tell him that a friend will be joining you in your room for a couple of hours, and leave it at that. Tell him her name in advance, and they will copy her personal details for security purposes, but that should be the extent of the hassle.
