Just a few words to the Manhattan from my point of view. I used to frequent the hotel about 3 times a year from 1999 - 2003 so my information might be a little outdated.
When I stayed there it was never guest friendly. I always booked a double room - just in case  , but even so when I tried to bring a girl, I got stopped and she had to leave her ID at the reception and I was charged an amount of 4xx baht. Cant remember the exact sum, but it was something ridiculous like 476,37 baht. Complains did not help even so I was a regular.
The construction work next to the hotel was really a nuisance. Started early in the moring and lasted till late evening/night. Not much chance for sleeping at that time. Rooms are ok for the price, though a bit shabby, but hey - you get what you pay for.
If you are for pleasure, IMHO you can do better at a different hotel.

I am staying there right now.
They are definitely guest friendly.
Whe you bring a girl, they check if you booked a double room.
First night my lady had to leave ID at reception ( and the lady looked somehow serious), second night the girl was not asked to leave her ID (and this time she really looked like a pro).
Construction noise from 7:00 till maybe 19:00, even today (Sunday!).

I used to stay there too. Always guest friendly. However, I got tired of the peeling walls, smelly A/C, and broken down gym.

I'm gettting burnt out on the manhattan also. It's getting a little rough around the edges lately. Toilets sometimes will not flush. rooms can be a bit smelly, and the thermostats never work. Will be looking for something else next trip. I was there in January and the construction was not a big issue. Breakfast is decent, Inexpensive.
May be tough to find something much better in this price range. will have to spend a bit more!
Sukhumvit may not be that important either. As long as the hotel is close to the skytrain or subway that will work.

Negative: The water has to be paid (30 Baht per bottle)
Positive: I asked for a reservation after my return from Pattaya and the receptionist told me it would be a lot cheaper if I did through my agent / web (the way I booked for the first two days) - first I was reluctant, but she insisted on it being much cheaper and I should do it that way. I think I will stay in Pattaya now and not return to the Manhattan, but am grateful for that.
