Citadine Soi 8 pool is a joke btw... I've seen biger bathtubs...
C. Soi 11 pool is still very small, but it is a pool... with some (small) space around it...

This isnt soi 8, but I would think all Citadines in BKK are pretty much same same 
I stayed at the one on soi 23 again on my recent trip earlier this month and had a good experience!
The rooftop pool was under renovation last year, but I was happy it was open this time as it was small but really all you need, unless you want to swim laps etc.
I spent a couple of afternoons just chillin' on the rooftop and met and shared beers with a cool French kid and an American from Boston, so that was a nice ammenity that I didnt get to experience on my first stay there!
Also, it had daily maid service this time as opposed to last year 
The French Bistro in the lobby is good, but a bit over priced  I am not a breakfast guy, and wouldnt recommend the breakfast there as there is the Taipai Hotel (I am not 100% that is the name, but close) about 50 yards down soi 23 that had a good looking breakfast bar and was cheaper.....
I have never been inside the Citadines Soi 16 and would imagine the rooms are comperable, but it does have a Foodland adjacent to it, which seemed like a plus for purchasing vino etc; However, I just stocked up on one trip and didnt have to reload 
BTW, I paid 1920 baht a night, but they were gonna charge me 2180 (or something like that) I just mentioned that I would pay that upon checking in for 1 night, but can get 1900 baht on the internet tomorrow for the remainder of my stay and they obliged me that rate at check in 
I have recommended this hotel here before and stand by it after this recent stay
