I believe River Guest House, in the heart of the gems district, overlooking the Chanthaburi River, has rooms for about 400. 1680 sounds steep for the Kasemsam, you should be able to stay at the Maneechan for that, which is the best hotel in town.
Eastern Hotel also has coyotees, but not as good as Orbit. Make sure to check out Marina Body Massage, no trip to Chanthaburi is complete without a visit.
