Take a Thai girl with you, it will lessen your chances of trouble.
The Laos Polica are very apt at using the law stating " bringing a Loas citizen into disepute" and it usually costs around a thousand US$ to get it fixed.
My opinion is that there isn't much to see there anyway so stay in Thailand or get across in Vietnam or Cambodia.

Recommendations for hotels, drivers and hitting the Thai Embassy for more than a 30-60 day visa.
Is it really that bad a situation with farangs getting arrest/scammed for picking up a Lao lady??

in Vientiane, no problem. you find your girl at any number of pick-up venues, like the "skyscraper hotel" on the Mekong, and if she's a working girl--and I guarantee you she is--she will expertly guide you to the short-time hotel (very clean, very nice) out by the airport that asks no questions and allows farangs to sleep with Lao citizens in its rooms (by the way, I say "short time," but for about $10 US you have the room until noon, such a deal...).
it's a no-brainer.

Any recommendations on hotels in Vientiene??
Everyone recommends the Mekong Hotel with it's
pick-up clubs. So, if you take a lady from a Mekong Hotel bar "LT" will there be any problem with taking her to your room?
Visa run next week, figure 1-2 days in Laos is enough for me!

Regarding taking girls to your room, Laos is not as easy as Thailand.
The hotel I stayed had a sign amd at check-in was told specifically to leave girls outside.
But it's a great value hotel:

I payed 30 dollars in Feb 2008. It's now US$34.
I can imagine there are is a scam going on where girls take you to a hotel and the police is waiting to get a bribe.

Right now, I'm planning on staying at the Mekong Hotel.
Assuming that I can do all my shopping in house, and that taking a girl I pick-up from the same hotel bar/disco will be ok with going to my hotel room vice using a shorttime hotel.
Will my Thai Cell Phone (1-2-Call SIM Card) work in Vientiene?

I don;t think your cell phone will work as there are different operators in Laos.
However, I remember I saw advertising for Dtac.
