If the opportunity to buy cigars duty free and bring them with you is available, that's the only sensible choice. Cigars in Thailand are very expensive compared to the general run of duty free prices in the region and the quality is variable, to put it politely. In my experience, the lowest cigar prices and best selection is in Dubai, by far. After that, Singapore is reasonable and Hong Kong is a bit more expensive, but not unreasonable. Whatever you do, however, do NOT buy so-called duty free goods in Bangkok. The prices are laughable, simply a mugging for foreigners too dumb to know any better (which, on the whole, is how Thais view all of us).

The Nurse at All Seasons Place used to have a great selection of cigars.
As to buying when traveling, the best place on earth to buy cigars is Spain, even better than in Cuba itself. Cuban cigars at duty free shops in Spain are cheaper than in Cuba.

Another option would be Vietnam. They have Cubans at much lower prices...apparently these two countries still share the same ideology....at least on paper, hence the friendly prices.
