Okay how about BNE = Brisbane (Australia).. BNE is the true call sign for this city.. Probably a long shot...
But the mystery is beginning to look a bit like the Bruce Willis film - "The 12 Monkeys"... particularly in these uncertain global times... Or maybe its a prelaunch internet driven publicity stunt - like what was done for the "Blair Witch Project" ??

I've noticed it around - particularly along Sukhumvit Rd - I'd alwas assumed it stood for "Brisbane", as BNE is the IATA code for that Australian city's (my home) airport, given the fairly prolific graffiti scene that exists here today.
Reminds me of the guy/girl who did the smiley humanoid characters on all of the signal boxes on the Berlin S-Bahn.
From what the guy's website shows, we might not see any new BNE stickers for a while.
