Report from Bangkok Post dated 10 April 2013: Hospitals put on full Songkran alert ========================== The Public Health Ministry has ordered public hospitals nationwide to go on full alert to cope with an expected influx of accident victims during Songkran. Hospital readiness is one of the two main measures the Public Health Ministry is implementing to try and curb the usually high number of casualties that result from Songkran road accidents, Deputy Public Health Minister Cholanan Srikaew said Tuesday. The other is the strict enforcement of alcohol laws. Dr Cholanan said he has asked more than 10,000 public hospitals nationwide to double the number of their medical staff - doctors in emergency rooms, surgeons and nurses - during the festival. The hospitals have also been asked to prepare emergency rooms, make more beds available and stock up on blood supplies during the holiday period. At present, the ministry has a total of 12,691 emergency teams with 122,945 staff members, and 14,189 ambulances, Dr Cholanan said. People can telephone the 1669 hotline and emergency teams will be at accident scenes within 10 minutes, he said. All hospitals would provide free treatment in emergency cases regardless of the patients' healthcare schemes, he said. Patients are only required to show their ID card when seeking treatment. Pairoj Bunsirikhamchai, deputy secretary-general of the Emergency Medical Institute of Thailand, yesterday said the institute is working with several agencies to ensure 1,128 boats, 101 helicopters and seven planes are on hand to help accident victims during the festival. Permanent secretary for public health Narong Sahamethapat said the ministry will strictly enforce the 2008 Alcohol Beverage Control Act, which prohibits the sale of alcohol to people under age 20. The law also prohibits the sale of alcohol at petrol stations, public parks and during specified hours. The ministry will also enforce the prime minister's regulation issued last year banning drinking alcohol in vehicles, Dr Narong said.

Report from Bangkok Post dated 10 April 2013: Chiang Mai top Songkran destination =========================== About 70% of foreign tourists polled recently planned to celebrate Songkran and Chiang Mai was the most favoured destination for the festivities, the research centre of Bangkok University, or Bangkok Poll, reported on Wednesday. The other 30% had no thoughts of joining in the celebration, according to Bangkok Poll. The pollster said opinions were sought from foreign tourists in Bangkok between April 2 and April 4. It did not say how many foreigners were interviewed. Bangkok Poll said 14.9% of the respondents who planned to take part in the festivities said Chiang Mai was their destination of choice for the water throwing the most, followed by Phuket (10.3%) and Khao Sarn Road (8.4%). Asked about their main concerns in joining in the Songkran celebration, 32.5% of them said personal safety and their possessions, 29.3% pointed to traffic congestion and 15% said rude and aggressive water play. But 26.3% of the respondents had no worries at all. Asked which tourist attractions they wanted to visit the most, 26.9% said ancient ruins, 24.4% preferred natural tourist destinations and 14.5% wanted to see Thai culture, tradition and folk art. The polled foreign tourists gave an average 7.65 points out of 10 satisfaction rating for their visit to Thailand, up 0.23 points on the survey from March 30 to April 1. Asked whether they would visit Thailand again, 80.9% said they would, 17.2% were unsure and 1.9% said no. A high 93.6% of the respondents said they would recommend that their friends and relatives visit Thailand, 5.1% were unsure and 1.3% would not do so. The pollster said 96% of them had strong confidence in the security provided by Thai authorities, while 4% had little confidence.

Report from Bangkok Post dated 12 April 2013: Foreign tourists splurge on Songkran =========================== Foreign tourists are expected to spend around 2.93 billion baht on taking part in festivities and travel during Sonkgran, up 18.1% from last year, Kasikorn Research Centre said on Friday. The Songkran festival public holiday started today and will end next Tuesday, April 16. The research centre said its survey suggested about 700,000 foreign tourists would visit Thailand during the long Songkran holiday, an increase of 16.7% on the same period last year. Of the total expected spending, the centre said 8.8 billion baht will go on accommodation, 7.4 billion on buying souvenirs, 5.3 billion baht on food and drink, 3.2 billion baht on entertainment, 3 billion baht on transport and 1.2 billion baht on packaged tours. The rest will be spent on other tourism-related businesses.

Didn't you just say, "Oh lord, thank you for a break from the workaday hot season!"? If it's a religion, it follows that it needs rules, also known as commandments. As formulated by our betters, and for the good of all, here are this year's Ten Commandments of Songkran. 1) You shall not drink and drive. If you need an explanation of this one, you deserve the time that police promise that this year - really - you'll be locked up. We really mean it, no kidding, just wait and see if we don't enforce this. 2) You shall not drink and douse. Authorities have banned having a drink and then throwing water. They have also banned the sale of alcohol in areas designated for water throwing. Yes, really, there are now designated water-throwing areas. Wish the Songkran Police good luck with this one. Most people, including most visitors, still think water-throwing areas are "anywhere inside the Thai border except for mom's kitchen". 3) Thou shalt not put ice in the throwing water. This is another new rule, and the highly regimented society of Thailand is certain to adopt and follow it scrupulously. 4) You shall not use high-pressure water guns. Because Thailand is like America in all ways and authorities have decided to have a gun debate, just like in the US. The anti-gun side has decided "no high-capacity tanks on the guns" and no assault weapons. And exactly like in America, the definition of "high pressure water gun" is in the eye of the beholder. The real meaning of this rule is if you douse a member of the elite Songkran Police force and he doesn't smile, your gun is illegal. Please note, however, that in view of the fact Songkran takes place in the hot season, your constitutional right will be protected to bare arms. 5) Thou shalt not do dirty dancing. The constitutional right to bare arms stops precisely at the acromion. Girls, keep your tops on. And anyway, what do you young people think this is, some kind of national party or something, where you can just bring massive disrespect to the nation with your new-fangled topless dancing hip-hop nonsense? And get off the lawn before we call the Culture Ministry! 6) Also, get off the pavements, you Bangkok vendor people. The law against selling anything - food, clothes, DVDs, water guns - will be rigidly enforced this weekend on the disciplined streets of Bangkok and its Songkran Enjoyment Zones. Anyone selling from the pavements during Songkran in Bangkok may be asked to donate to the Thetsakij Welfare Fund. 7) You shall not paint reluctant faces white. Translation: No flour ambushing. If you want to look like someone who is enjoying Songkran and put white stuff on your own face, go ahead. If you do it to others who are reluctant, the Flour Police will punish you by... hmmm, how do you further punish someone covered in self-humiliating white flour? But anyway, just don't do it. 8) You shall remove all water tanks and pumps from the bed of the pickup before you go downtown to watch the water fights. "I forgot" will probably work as an excuse, though. 9) You shall remember that Songkran is a traditional and essential part of Thai culture, when tiny amounts of lustral water are poured on the hands of older family members as a sign of respect by the young generation, who seriously acknowledge the superior experience and knowledge of their elders. Ha ha ha, don't those old fogeys just wish this were true? Didn't that old guy look surprised when I hit him with four shots to the kisser from the high-capacity back-tank of ice water in my new water gun? 10) Thou shalt not grope. Well, even unbridled, multi-day fun needs some code of conduct. Hands off the merchandise, guys! We're not kidding.
