It means that if you have a demonstrated need to carry (and a personal concealed firearm permit usually go hand in hand with this), you can usually find a sympathetic ear with the cops. This along with a business card that shows you work for Gems Gallery, or have a gold shop, or own a pawn shop, is usually enough. You left your gun at home and decided to carry the ATS baton instead for the evening. Reasonable.

and again, the best way to feel safe in this safe place is to stay safe and polite, not even in the rudest farang places like patpong or nana, anybody will look for trouble with you, at least no thai.
