It does (to a degree) seperate the "totally not a hope in hell of ever being able to get the english-language message over to foreigners" from those who genuinely can teach after being taught how.
I just don't see it as something worth faking.... it costs so little time and money and effort to get the certification... I see no point in cheating.
Now on the other hand... if I wanted to pass myself off as a surgeon and start chopping people's limbs off... then I have a simple choice of +- 10 years of intense study, as well as a massive amount of money or faking it and pretending I am qualified. At least here I see the point in faking it (although it's highly unethical and downright dangerous)
