... the Thai music blaring from speakers all over the place was interrupted for an announcement: "An iPhone was found in the men's restroom. Will the owner please come to the cashier's counter to claim it."

Yes unless they say that every second Tuesday to appear honest and really have a thriving lost phone business...
When such announcements are heard.... When a real phone is pocketed "" no have sorry mister "" goes across more creditably.
But I like to think your right Magnum..
Once up country in a small town shop no change of a thousand baht note was given on a cheap item.
The woman then shooed me out the shop aggressively when I protested.
I rode the motor bike home and told my then wife back on the farm what had happened...
When she returned with me the lady was visibly shaken...and immediately handed over the money.....
"" why was she so frightened of you I asked". ?
She said " it wasn't her but her father that she feared..."
Back in the 70s when the Cambodians were crossing near by with murderous intent...her father and his army mates were ruthless also.
But the moral is Thais can be also dishonest as well as surprisingly honest.
The stand out for me was a Walkman in 2002 at a go go handed in.
And a young very poor barefooted girl of 13 or so chasing me down a dusty village road with my wallet and 15,000 baht...I had withdrawn in town...
Thailand can be very surprising....

Two years ago I was very surprised when after stupid me forget a whole bag of solid silver jewelry (40 to 50 pieces...) in an hotel room, the receptionist called me to tell me they had found the "bag of silver" and that I could come and get it when I wanted. This receptionist had my phone number because of a rather complicated story with a bargirl and her lost phone....but all of this happened years ago and I was so surprised she would still have my number and would be honest enought to call and keep the bag for me.
If you see a cute reception girl in pattaya with some nice silver/turquoise earings/necklace/ring this is her as I let her choose what she wanted in the bag before to get it back.
So yes, many Thai are lowlife scammers, but sometime you can have a nice surprise.
